REACH. Evaluation
Submitted documents will be checked and evaluated as follows:
Completeness check: to ensure that all relevant information is included. Each dossier is subjected, however, quality or suitability of the information is not be assessed at this stage.
Compliance checking: quality check of the submitted information by ECHA on a sample (at least 5%) of dossiers submitted at each tonnage level.
Dossier evaluation: for substances registered at ≥100 t/a all testing proposals made by the registrant will be evaluated by ECHA to ensure that unnecessary animal tests and costs are avoided.
Substance evaluation: for substances with a potential a risk to the environment or human health additional information is required. Substance evaluation is performed by the corresponding Member State assessing all the registration dossiers and any relevant information available for the same substance. The evaluation may lead to restrictions or ongoing authorisation.

There are 4 tonnage levels for chemicals corresponding to the annual sales per manufacturer or importer:
- 1-10 t/a
- 10-100 t/a
- 100-1000 t/a
- > 1000 t/a
restrictions
Any chemical on its own, in a preparation or in an article may be subject to restrictions if its use poses unacceptable risks to health or the environment. Restrictions can be imposed on the use of a chemical in certain circumstances and products, the use by consumers or on all uses (complete ban of a chemical).
